remove reliance on Libraries Wagtail site

Since libraries.cca.edu is down right now and will be for about a week, we need to remove all references to it throughout Koha. This includes

• using the hours API in opacnavbottom
• linking to material type icons
• pulling in serials subscription data via the sersol API
• various links to Libraries web pages
