Another "material terms" link goes to 403 error page #29

Related to issues #22 & #23.

Link for "material terms" on http://library.cca.edu/search/a?searchtype=Y&searcharg=&Submit=Find&SORT=A (screens/srchhelp_Y_s6.html) and for "list" on http://library.cca.edu/search/a?searchtype=d&searcharg=&Submit=Find&SORT=A go to screens/403error.html instead of screens/nml_terms.htm.
