Panels ans panel zero may allow creating layouts usable by different themes and makes it easy to configure.

Study how do they behave with responsive design

By using panels it may be possible to get rid of context module (providing a more choerent and easy-to-use solution) + allowing final user easy customization, which should be one of the aims of this project.
