Convert geoid --> district num for state rep, state senate, and congressional districts in vw_pin_universe and Open Data #379

Currently, congressional district, state rep district, and state senate district exist in default.vw_pin_universe and on our Assessor - Universe Open Data asset as census geoid numbers, rather than actual district numbers. This means that any time we do reporting on these districts, the geoid has to be transformed into the district number.

I'd like the actual district numbers for each of these columns to be in vw_pin_universe and in Parcel Universe. This will make our own reporting easier, and make it easier for others to use Open Data as a data mart.
