Add `class_dict.csv` dbt seed #397

We've got some new classes this year that need to be incorporated into iasworld error reporting so as not to trigger false-positive bad-class detection.

Only two new rows for now, OA2 and OA5. I could add more, but those are all we've seen in iasworld, so far.
