Identify AHSAP properties and update reporting views #424

Context: Property tax relief in support of affordable housing was previously administered in the Cook County Classification Ordinance, classifying these properties with major class 9. Reporting on these specially assessed affordable housing properties was straightforward, because it was class-based.

Recently, the Affordable Housing Special Assessment (AHSAP) program came into law. I am told that the CCAO administers it using CDU codes, rather than class codes. Additionally, I'm told that because this program is more favorable to developers, Class 9 is effectively going away. As such, by tracking only PIN counts in class 9 as "affordable housing," we are not fully tracking the universe of affordable housing in Cook County.

Goal: The general goal for this issue is to identify PINs in the AHSAP program and to create a reporting group to them, similarly to the way we group together class codes in 6B.

Land: we should be using the INFLU fields to actually reduce the value on the various land records, and also should be entering an influence reason to accompany the value, which should be indicated in INFL1. Also there is a field for inventive control number that starts with SAP.

In OBY, the only things that would be an identifier would be the Alt CDU field where it’s populated with some sort of code starting with AI, or if there is an incentive control number as described above entered.

In ComDat, it should be the Alt CDU starting with AI, the incentive control number, and Subclass 2 should have one of the selections we have for the various SAP tiers.

Finally, in APRVAL, we should now be using the ECF field to process the reduction on the building values. Although that is probably only in place on new ones entered this year, or anything we are revaluing this year.
