Updates to commercial valuation data:

consolidated columns previously prefixed with years
added subclass2: Property type/use (2024 and later)
added totallandval: Total land value
added model: Commercial valuation modeling group
added townregion: Township region
updated description for property_type/use: Property type/use (2023 and before)
