This PR takes care of these two bulltet points from 136:

[x] The "Big Misses" plot is set statically to use South triad towns, needs to be dynamic
[x] Cleanup the "Removed outliers" and "Kept outliers" sections. The copy is outdated and we definitely don't need to see every characteristic in those tables
