A few ideas have come up for per-property modeling features that may help identify flips and/or rapidly changing areas. We should be able to construct these from existing data:
[x] Has homeowner exemptions - To use as a proxy for owner-occupancy. The idea here being that recent renos and new property won't have an exemption. See #50
[x] Length of occupancy/length of receiving exemption - Same idea as above, just constructed differently
