Add Quarto quick fixes

This PR introduces does some quick fixes on the main Quarto performance doc. Mainly it:

• Slightly reorganizes the _input.qmd module
• Add context text before most plots/table, especially where their interpretation is not intuitive
• Adds metadata and other information to the top of the report
• Makes a bunch of plot and map improvements, particularly to the outcomes section
• Makes a bunch of other minor adjustments and bug fixes
