Add final tweaks to desk review workbook based on Valuations feedback

This PR makes a number of improvements to the desk review workbook based on Valuations feedback:

• Adds box lines around comp headers to better group them
• Moves overall comp score to the right of the individual scores for clarity
• Adds explanatory notes to the flag columns
• Adds a Neighborhood Breakouts sheet with a pivot table with stats aggregated by neighborhood and class
• Adds a blank Notes column that Valuations can use to track changes to the right of the YoY stats columns
• Tweaks the comp hyperlinks so that they are agnostic of the filename of the workbook
