Add basement chars and sale ratio columns to desk review workbooks #216

This PR updates the export pipeline stage and the desk review template to make the Sale Ratio column permanent and add two new columns requested by Valuations, Bsmt. Type and Bsmt. Finish.

I'll send a sample of the new workbook over chat to make review easier.
