Finalize README for 2024 #226

This PR finalizes the residential model README following the 2024 model. It links to final residential model data, a new 2024-assessment-year tag, and relevant issue. It slightly updates the copy where applicable.

@dfsnow Sorry I didn't catch this earlier, but didn't we also add Total Airport Noise DNL and Cesus Tract Geoid as features this year?

  • Added new model features: corner lots, distance to vacant land/university/secondary roads, homeowner exemption indicator and length of exemption, number of recent sales, class.

Not sure if it matters, just something I noticed while finalizing the API changelog and wanted to make sure I flagged!
