Fix the URL to the local Maven repository #26

Like the name says, the repo is in the project tree, not outside of it. Also fix the URL prefix to say "file://".

Chased a rabbit when you submitted this and discovered that Maven Central now contains the necessary JGoodies libraries. The local repository is no longer needed. It looks like they have been there awhile, just never checked.
