An http web site must be implemented to:
- officially present the OCP prototype
- offering a web service that indicate sponsor to the agent which request a 
public OCP network sponsor.
- offering a web service for registring as a public sponsor to the OCP network

Suggestion: the flexible radio web site could be used (to be confirmed with 
Merouane)

WORK TO DO:
1) proposing detailed specification
2) dev
3) unit test (with a web service client stub)
4) integration test (with an OCP agent prototype)

SECURITY ISSUE: the web service for registring as a public sponsor must 
immediately check that it is really a working OCP agent that asks to be 
registered (with a PKI)
