presentation order of sub-theme options #102

When attempting to edit the themes and sub-themes for a project (e.g.the 9th China Yangling (Shaanxi) Agricultural Hi-tech Achievements Fair the ordering of options appears to be alphabetical by sub-theme. It would be easier to identify appropriate options if the lists were ordered first alphbetically by theme, then by sub-theme. Is this possible?

Your fix works well for CCCS themes and sub-themes. For IFC subthemes, however, there appear to be some remaining ordering issues. This is especially troubling b/c I still cannot see the end of the 'theme' designation for IFC, and therefore I cannot select the appropriate subtheme.

Please help to investigate why the ordering may not be correct.

A snapshot of the ordering problem might help.

I've also added #126 regarding long categorisation names

Seems to be fine now.... will take snapshot next time
