Blotter hide button without JS enabled #733

From #700. It doesn't work without JS enabled because it's handled by 4chan's JS. A lower priority than similar issus since you can hide it with CSS. Related: #700, #481.

In addition to this, would it be possible to have it remain hidden until new content is added?

I'm sure most of the code from here could be reused. I'd have a go at making a PR, but I couldn't get make working on Windows. 😞
