【Requirements for new features】Modifying and customizing the base time （which is always the current time now） #501

As depicted in the title, users may want to assign the base time by themselves. One user case is that I know about the early-rejection time and I may make plans for the incoming conferences. It is convenient to set the base time to the early-reject time.
