In long game experimentation, both in Classic CWE and FF, the soldier population are increasingly decreasing due to the changes of how promotion and demotion works. Soldiers are constantly becoming factory workers and outpacing those joining the higher sectors, soldiers population will be continued to slowly decrease as there are more people leaving than joining, or the population are not demoting to soldiers. Factory workers will simply demote to factory workers or join another similar pop group.
An example is for months, you'll lose 50 soldiers, but possibly gain 1-5, ultimately, the soldier population will be continued to decrease and rapidly goes extinct eventually the more educated the population is.
Encouraging the soldier population to grow usually resulted in stagnation and extinction of the pops anyway, and thus cannot be worked on.
A possible fix is creating a decision similar to the war decision to boost your population of soldiers at peace time (including AI) to boost the population of soldiers to a balanced level (1-3% increase) at peace every so x year. This allows you to retain the systems with at least some kind of boost to at least stabilized.
