Implement search UI prototype and build out library #7

This implements a basic prototype for the search form (which would be in the "Home" view/landing page), and adds some helper functions to the library.

Eventually, it would be nice to have a coherent style system and more robust components by using a library/UI kit. I'm thinking Blueprint. For now, I've added Sass so basic styling can be done by hand.

Leaving toQueryStringArray stubbed out for now.
