What steps will reproduce the problem?
1. Install on windows.
2.
3.

WinPython, which is a portable python distribution, requires administrator 
rights to install. Administrator rights are not always available especially in 
the corporate environment.

Since revision 867925ba4fc2, WinPython installer should not require 
administrative privileges.

What version of the product are you using?
What is exactly the error message?

I don't have this problem when I install on Windows XP without administrative 
privileges. However, it does hang indefinitely when I try to use the Spyder 
debugger.

Fixed on Windows 8 by "unlock" the install file in file's properties -> general.
