That file is in the woce .sea format, which by design does not include the lat lon and date information. That information will be in the sum file, which is also available on the cruise page. See chapter 3 section 3 of the woce manual for what this file is. You need both of these files to fully understand the data.
Re QC codes: The file only appears to contain QUALT1 codes, which are added by the data originator, at the end of each row. The not present QUALT2 flags would have been added a DQE (Data Quality Evaluator) during the WOCE program.
We should provide that file in the slightly more friendly exchange format, so I'll leave this issue open until that is available.

Some additional info... the sum file has a bunch of "events" for each station/cast. The one we usually use for the single reported station date/position is the "BO" which is the ship position when the cast is deepest. This tends to be a good balanced since the reported CTD data tends to be the downcast and bottle closures occur on the upcast.
316N20070207hy.txt seems to be missing some information from the bottle data file: lat. lon. and date, as well as QC codes.
Some of that information is present in ct1 files.
