collecting files/cruises that need special handling when they are converted

P18 33RO20161119 submission file 19792 has full resolution values, rounded to 2 places in the dataset file

the TCARBN merge will need to be rolled back and redone from the CF netCDF file. Also the header comments will need to be fixed to be valid YAML (sorry Barna)
