empty values have precision, should be -9 no decimal

ie -999.000 in exchange should just be -9 in WOCE

on ghdc

Having the hydro version number (including commit) helps more in this case than the computer it was on. No need to go find it, I can replicate using current production version.

Could have sworn I fixed this reference... Should be really resolved by 1872bb4.
