Add UEINSTEIN/M^2/SEC unit for PAR #18

Found in this cruise: https://cchdo.ucsd.edu/cruise/096U20180111 which lists their sensor as Biospherical Instruments PAR sensor QCP2300HP which allows the user to convert the raw output to those units. Here are the manufacturer docs: http://www.biospherical.com/images/pdf/qcp2300_apr2014.pdf
