dotnet40 fails in 64 bit prefix #272

In quiet mode, dotnet40 currently only works when WINEARCH=win32, ie 32-bit 
prefixes

The error reported by winetricks is "ngen.exe" not found, but there is likely 
more going on.

I received the above error, but running "winetricks msxml3" before attempting 
"winetricks dotnet40" allowed installation. Unsure if this is the solution to 
this bug, but it might be worth others trying.

After r1057, we now exit early if the user is on 64-bit.
