Here's how to install it using the winetricks GUI.
Run winetricks using the GUI, then pick "Select the default wineprefix" (or,
select the one where you want to install the font).
A window will appear, asking "What would you like to do to this wineprefix?".
Choose "Install a font".
A window will appear, asking which packages to install. You want the lucida
package.

I know how to do it!
But i cant download the font! That is the problem!

I was able to download it just a few minutes ago, so I suspect the problem may
be on your end.
This file is downloaded via FTP. If you're using a firewall or router, make
sure those are configured for FTP.
Winetricks expects you to have either wget or curl installed. Try typing just:
wget
and
curl
at the command line. If both responses say "command not found" that means you
don't have either one installed. The best thing in that case would be to
install at least one of them (e.g. sudo apt-get install wget). The next best
thing would be to use your browser or another FTP client to download
ftp://ftp.microsoft.com/bussys/winnt/winnt-public/fixes/usa/NT40TSE/hotfixes-pos
tSP3/Euro-fix/eurofixi.exe
and put the file into your ~/.cache/winetricks/lucida/ directory.

Very weird indeed! I can't download with winetricks, wget, curl, FF or Chrome...
Maybe you could put it on MU or something...

It's probably your router or firewall that's the problem, then. If you have
trouble opening other FTP sites, for instance:
ftp://ftp.kernel.org/
ftp://ftp.ibiblio.org/
but can get to the same sites by HTTP:
http://ftp.ibiblio.org/
http://ftp.kernel.org/
that would be conclusive.
Sorry, but I won't put it on Megaupload. There might be an HTTP mirror site
somewhere (if so, it might be good to use in winetricks). It would be best if
you could get your router configured properly. Otherwise you could go to
someone else's house, to work, school, or a library, and download from there.

I still cant download, probably you are right and my University Firewall are
blocking the connection... Better I try later in home!

I can also confirm this bug. The login to the FTP (anonymous) is incorrect.
I've tried different servers in geographically different zones.
A download/upload somewhere else might fix this.
P.S: I've come to this bug by using the allfonts script.
