bbcode parser permission issue #30

I've had a case where two separate bbcodes with identical parser permissions in the same post, the 2nd one of them isn't rendering. https://forums.sufficientvelocity.com/posts/6732088/

I haven't been able to reproduce this separately, but will keep looking.

Haven't had time to figure out how to reproduce it, as it isn't the post itself. I believe it is something else before that post causing the tag-map tracking to fail somehow.

I forgot in this pull request you added permissions to post reports ; but I'm sure if the tags map check reports in the view.
