User should be able to submit pixel art after the monthly submission limit is reached, and if they donate, we print it.

@brcb20 Would it be useful for me to finish my merge of this branch with master, or have you moved beyond this?

@tsdobbs Don't worry about merging the branch. I am using it as inspiration so don't delete it either.
