Move procedure generation from a .bat script to a processed managed by a web GUI

[x] Create a user role system with an "Printer" role
[x] Dashboard to display submitted art, filterable by status
[x] Option to select artpieces to have an action applied to them
[x] Button to run procedure generation for selected artpieces. The generated procedure should be sent to the client as a download

@brcb20 I'm going to crack into this in the coming weeks. This is a high level sketch for a first iteration - please add additional subtasks if any come to mind.

Remaining todo:

[ ] Security to ensure only "printer" users and access page and api endpoints
[ ] Impermanent files for both images and procedures. Should be cached but not kept forever
