Adjust the conditions for server timeout based on gene size

Some genes are within the threshold to allow for VEP annotations, but still lead to a server timeout. We need some investigation into where along the lifetime of the request does the timeout occur and whether it is something we can control.

• Can we restrict VEP annotations based on the number of variants for a gene, as opposed to the size of the gene?
• Can we increase the server timeout? Matt says that a 5 minute timeout vs. a 10 minute timeout is not a big issue.

Currently waiting for Matt to provide gene names for testing. Gene POLR3A has this issue.

No longer appears to be an issue. 15 minute timeout works for all genes tested.
