Create outline for conceptual report

I searched for guidance and examples of CARB framework documents, but what limited information I could find indicates that these are project specific and diverse in scope and content.

based on initial feedback during today's meetings, I have reorganized around existing tasks and milestones - to some extent.

Two thoughts:

• As proposed, we really have two tasks: 2 (modeling framework) and 3 (monitoring framework). (tasks 1 and 4 are conceptual framework and scientific communication, respectively)
• Key deliverables are:
  • BGC model
  • modeling framework
  • monitoring (RS) algorithms
  • data outputs
  • model based inventories, projections
  • RS based agronomic managements
  • documentation, reports, training

I tried to reorganize around tasks, but after doing so I am not sure if this is the right approach, because 1) there isn't a 1:1 mapping of tasks:deliverables and 2) this is the time to reconsider how we structure the project (e.g. separate out BGC model, modeling framework, and software infrastructure)
