Create indicator of active versus inactive datasets #2

For example, slightly greying out the names of datasets that are inactive (i.e., no longer being actively updated).

It may also be useful to bold 2nd-level folders (e.g., Edmonton, Toronto) to better distinguish them from file group folders.
