URL of NL dashboard deaths dataset changes

During the most recent monthly update, the URL of the new NL deaths dataset changed:

• https://services6.arcgis.com/Oayv0bA202oTQWoc/arcgis/rest/services/Deaths_EpiWeek_ForDashboard_July26
• https://services6.arcgis.com/Oayv0bA202oTQWoc/arcgis/rest/services/Deaths_EpiWeek_ForDashboard_Aug26

It is not really feasible to dynamic grab this URL using current approaches.

Here would be the plan for using the new "Deaths by epidemiological week over the past year" dataset:

• Remove active_cumul for NL deaths, since cumulative HR-level death dataset has not been updated since 2023-06-21.
• Use new "Deaths by epidemiological week over the past year" to fill in deaths at the province-level, starting 2023-06-10.
• Move active_cumul dataset to static and filter to 2023-06-07 (the second-last update), since I cannot tell which week the single death reported in this dataset between 2023-06-08 and 2023-06-21 is from (and thus cannot subtract it from the appropriate week in the new dataset - either the week ending 2023-06-17 or the week ending 2023-06-24; the week ending 2023-06-10 has 0 reported deaths in the new dataset).
• It is possible that the active_cumul dataset (now nl_deaths_hr_ts_3.csv) is missing old reported deaths that are present in the new "Deaths by epidemiological week over the past year" dataset due to reporting lags. This should be investigated and noted or substituted for PT-level data, potentially.

However, it is possible that the PHAC dataset is feasible to use for deaths (and cases), as NL has continued to report data to them (#103).
