New Brunswick no longer provides health region-level death data #100

Instead, they are providing the change in the number of confirmed deaths reported since August 28th, 2022. Hopefully, this is as good as the weekly change in the total cumulative number of deaths, since it seems unlikely that there are any unreported deaths from prior to August 28, 2022. How this will interact with #80 remains to be seen, if that request is successful.

Will have to update a few things:

Looks like they've also stopped reporting active hospitalization and ICU (instead are reporting admissions).

We could also try to the "change from cumulative on x date" strategy that I use with MB (#88).

I ended up going all-in on the cumulative change versus weekly reported values, using it for cases, deaths, hospital and icu admissions (i.e., "new hospitalizations/icu") and tests completed. Notably, these cumulative value changes can only be calculated for the PT-level data, not HR-level data, so for currently-reported data it will only be used for deaths (which are now only available at the PT-level for NB).
