Incorporate new HR-level SK case data #102

Since the 2023-01-06 CRISP report, SK has added health region-level case data for the most recent week (however, a significant fraction of cases are in the unknown/out-of-province category). Could rewrite the pipeline to incorporate these data, where possible.

The problem with trying to incorporate these data in the current pipeline is that they would be overwritten by "updates" for the same week covered by the HR data in later reports. All cases would revert back from their HRs -> Unknown (and possibly the total number of cases may even be different).

This could perhaps be added as an "extra" dataset, with documentation indicating it is a biweekly, incomplete snapshot of transmission in SK health regions.
