PHAC includes "out-of-country" cases in their PT-level case counts for BC.
PHAC includes "Hors QC" in their total case counts, as the counts with the QC dataset match exactly when they are included ("Hors QC" seems to be 0 for death counts, so it's irrelevant to this metric).
In general, I think we should include these out-of-province values for cases/hospitalizations, etc., as these generally refer to people having their addresses outside of the province/country, but they still potentially represent local transmission/healthcare capacity. Other provinces don't make the distinction and would probably tag them based on the lab location.
The only exception to this would be for doses administered; we want to exclude those administered outside the province, as the doses administered dataset is meant to capture the pace of rollout (rather than coverage). But this is only relevant for QC, anyway (#79).
Currently, out-of-province cases (for QC) and out-of-country cases (for BC) are excluded. However, out-of-country hospitalizations (for BC) are included. In the case of BC, out-of-country, I believe, refers to those with primary residence out-of-country (thus they shouldn't be double-counted by another province). I would have to examine the definition more closely for QC. However, a decision should be made and documented regarding this issue and others.
