Re-did this update based on #58. YT stores data in UTC format and rolls it back to local time for display purposes. By keeping data in original UTC time, the dates do not "technically" need to be shifted. This was already being done for cases and now is also done for tests.
YT stopped reporting the number of tests to NML in early 2021. Thus, they have posted 0s for testing numbers in the PHAC time series data ever since.
However, the YT dashboard has its own testing time series that could be subbed in,
