Fix timestamps in commits #83

As of yesterday, timestamps in commits have a weird format (e.g., "Update data: 2022-11-01 14:08 America") and is giving UTC times instead of Eastern time. Since nothing has changed in the package itself, I imagine this must be something to do with a dependency being updated.

This seems to run fine locally. Could this be something to do with a change in the GitHub Actions runners?

Latest update 8417ee9c5ce8d8ede6af29d9bea19498ca6196e5 has a normally formatted update time. Thus, this problem seems to have been fixed by ccodwg/Covid19CanadaETL@7e8297733550a35d97ce699587dee7c28a3af062.
