Issue with vaccine administration (dose 2) #99

There seems to be a massive drop in dose 2 administration (and thus total doses as well) in August 2022.

This seems to affect Canada-level data only; data from individual provinces is not affected.

This may be related to the issues with QC's vaccination data (#79).

The latest version of the original daily vaccine administration dataset (c4631a95-cb44-4d21-ae39-f1ad54daf814) seems to have reasonable dose 2 values for every province but QC (#47, #79). Additionally, total doses in this dataset exceed the sum of doses 1, 2, 3, 4, which makes sense because there are additional doses beyond this (e.g., 5+) which are not reported in the dataset.
