keystone logging.conf issues in redhat and trusty #11

For some reason this is an issue. I'm "touching" error and access log and then setting their permissions correctly which just seems wrong, needs more investigation.

Similar issue on trusty...need to figure out how logging.conf is working, why log files are getting created owned by root:root
