Improve MDM command right checks

• [x] Only have Read right for MDM commands in GLPI. Further rights need to be negotiated with the Jamf server with the user's linked account.
• [x] Command-level rights need reviewed. They don't seem to be used.

Waiting to hear back from Jamf developer relations team about the Jamf Server Actions privileges not being present in the groups when getting a JSS account through the classic API. All other privileges are though... If there is a cleaner way to workaround this, I'd like to do that before merge. If it is a bug, I need to plan how the workaround will be phased out and when the minimum supported Jamf Pro version will be bumped up to the version with the fix.

Edit: It is indeed a bug. We will keep the workaround in place until the classic API is patched (sounds unlikely since it is being phased out) or the Pro API has the needed endpoint.
