Replaces config-parsing library to reduce dependencies.
There are user-facing changes when configuring the exporter:
--bindAddr CLI flag changed to --bind-addr (env var BINDADDR -> BIND_ADDR)
All environment variable names starting with SYMO or LOG have now 2 underscores, e.g. LOG__LEVEL=debug
