Fixed #398 Added CODE_OF_CONDUCT.md file to the Repo. Importance of CODE_OF_CONDUCT - We propose adding a comprehensive Code of Conduct to our repository to ensure a safe, respectful, and inclusive environment for all contributors and users. This code will serve as a guideline for behavior, promoting diversity, reducing conflicts, and attracting a wider range of perspectives.

While we would potentially align with the many values listed in the proposed file, this PR lacks context and specificity, and honestly feels like some kind of ploy to game github's status system (there seems to be a sudden flurry of these lately). A code of conduct (and the decision to include such a file in the repo) ought to come from the developer community and it is unclear whether the author of this PR knows anything about this project or the community.
