I'm not sure whether it was just long waiting time or it took me to fly away and return for him to appear.
I've seen his chat message right after I turned the previous quest part (Demonic Crystal Prisons) but didn't see him.
I thought it's bugged and after a while flew away. I returned in a second or so and noticed that he appeared.
