Expedition Flare

When using Expedition Flare, I didn't get any NPC to assist me, regardless of if I was engaged in combat or standing around.

It's perhaps a bit difficult to figure out how the item is actually supposed to work precisely because in real practise it was virtually worthless and no one really used it, but Wowpedia sums up the claims from Wowhead quite nicely:

130 damage, 150 damage, 193, 232, and 201 damage (one report, three recorded figures, last was a crit for 402) perhaps indicate that the claim that "the damage scales with your level" are valid. Reports of the duration vary, but several are very low, seconds, enough for 2 or 3 hits, to much longer, 30 hits reported, and total damage as high as 3800. The key seems to be "for one battle" that you are asking assistance with, does not persist beyond that.

Beyond that, you can sum up a number of small details from Wowpedia and Wowhead:

• You lose Cenarion Expedition rep if it's used against you in PvP and you kill it
• Will attack any hostile targets within vicinity (as demonstrated by the fact that it will attack even players inside Cenarion Refuge) with no need for being engaged in combat
• "Based on previous comments (no actual personal experience), it looks like it can summon different mobs. I saw Expedition Preserver and Expedition Scout mentioned. Whether this is random or based on your level, who knows."
• "they have a faster run speed than typical players"

The video quality is extremely poor but this is the only video I could find of a person using the item. The distress call is initiated at the 4:58 mark and lasts through to the 5:51 mark, when combat ended; the Cenarion Expedition Unit remained even after combat subsided.
