It seems like not spawning the wolf is the correct behaviour. Although it seems like the wolf shouldn't despawn under normal circumstances.
Also: "this is as a roguethen the wolf runs back to him and he mounts up on a SEPARATE wolf then the released wolf follows him round."
tried it with a flying mount and landed near the mob so he would spawn wolves.(there is some kind of timewindow when you have to disengage so the wolf doesn't despawn, but it is easily doable) the wolves he spawns do not disappear (blizzlike) but don't follow him (not blizzlike) as they should. Though even they don't follow him they are still linked to him after he wanders off.
this may sound unimportant but if someone makes the wolfrider spawn wolves all over the place (and yes they patrol quite a bit). if someone aggroes him or a wolf he spawned, everything that is linked will come which means the whole place is bugged and not questable.

No screen added, didnt check if it was posted allready, so in any means, this report may allready be a duplicate.
Those guys ride on their wolfes and ive experienced strange behaviour withem. When attacked / pulled normaly (as warrior) they "dismount" and their wolf fights withem (correct behaviour). BUT if u charge them ( i dont know if this happens for any stun engage) the wolf they've been riding on disappears and u only have to fight the orc himself.
Note: When killing the orc and pulling the mob normally, the wolf vanishes with the death of his "master"- Dunno if this is correct.
