Here's some possible shop fixes after going through Outland, Silvermoon City, and The Exodar.

Part 1 - Limited quantities and random items:

For these I assumed the quantity shown was its maximum, but someone may have bought some before I checked!

Rohok:

• Plans: Lesser Ward of Shielding should be limited to 1.

Judo Dufrain:

• Should sell Strong Fishing Pole with a limited quantity of 1.

Innkeeper Bazil Olof'tazun:

• Superior Healing Potion and Greater Mana Potion should be limited to 2 instead of 1.

Seer Janidi:

• Recipe: Elixir of Major Frost Power should be limited to 1.
• Recipe: Sneaking Potion should be limited to 1.

Nula the Butcher & Uriku:

• Shouldn't sell Recipe: Warp Burger.

Daga Ramba:

• Recipe: Major Dreamless Sleep Potion should be limited to 1.
• Shouldn't sell Recipe: Elixir of Camouflage.
• Major Mana Potion and Major Healing Potion should be limited to 2 instead of 1.

Xerintha Ravenoak & Sassa Weldwell:

• Shouldn't sell Recipe: Crunchy Serpent or Recipe: Mok'Nathal Shortribs until 2.1. comment 1, comment 2

• Pattern: Bolt of Soulcloth should be limited to 1.

Dealer Hazzin:

• Scroll of Agility III and Scroll of Strength III should be limited to 2 instead of 1.

Innkeepers:

• Search for and remove Love Token, Perfume Bottle, and Cologne Bottle. I've seen them on at least 2 innkeepers and they're probably on many more. The tokens should never be sold by them and the perfume/cologne is sold during the "Love is in the Air" event.

You probably shouldn't bother fixing these yet. I'm making a better list that includes all the messed up/exploitable old world shops that will be easier for you verify and import into the database.
