Mass Dispel chains to nearby targets and has range issues #2502

Chains to nearby targets that are way out of range of the targeting circle. In addition to this, the targeting circle/range seems a bit inaccurate, as it misses even though the target is inside the circle.

Didn't notice similar behavior with other targeted aoe spells (flamestrike, blizzard).

@Sder3 i tried this on my group in BM and nothing happened, maybe its jsut a on-hostile thing? or just a dummy thing? would need to try with normal npcs but definitely doesnt happen with players

Looks like an on-hostile thing. Didn't notice any chaining on friendly NPCs or players, and the range extended slightly outside the targeting circle. Other monsters were no different from dummies.
