Right now, it's not possible to enter BWL even though the UBRS portal if you haven't completed the shortcut quest (which allows you to enter the instance by using the orb). As mentioned in Wowwiki, BWL works the same as MC: "attunement" isn't required to enter, it's only a shortcut.
